Program and Curriculum

 
The City of San Francisco funds many programs that support the Early Childhood Workforce in their efforts to provide high quality care for the children and families in their programs, and to ensure that the city's lowest income families have access to that care.  Below is a list of these City Funded programs, their eligibility requirements, contact information and how to apply.
 
 
 

 Infant/Toddler Sustaining Grants Program

To encourage providers to serve infants and toddlers, and to support them in their efforts to provide high quality care, the Infant/Toddler Sustaining Grants Program provides monthly grants to participating providers for each eligible infant and toddler, up to age 36 months, in their programs.

 

Provider Eligibility Requirements

* Be a licensed provider in San Francisco

* Serve at least one infant/toddler (0-36 months)
* Serve infant/toddlers from low/moderate income families that reside in San Francisco.
* Iinfant/toddlers attend the child care program for 20 or more hours per week.
* Must have an overall score of 3.0 or higher on the Environmental Rating Scale

Family Child Care Subsidized

Medical Benefits Program

The Health Benefits Subsidy pays for part of the health benefits costs for about a 100 family child care providers and their eligible staff in San Francisco.

Eligibility Requirements
* Provider has been licensed in San Francisco for at least 6 months
* The provider must be open at least 45 hours a week
* Family child care provider, or eligible staff, must work in program at least 30 hours a week
* The equivalent of at least 3 full-time children must be enrolled for each applicant accepted into the health benefits program

SF CARES

SF CARES provides annual stipends to teachers and providers based on educational attainment and continued professional development and growth. The goal of the program is to promote the compensation, professional development and retention of the Early Childhood Workforce.

 The CARES Applications will be out in the next couple of months.  Watch this space for eligibility requirements and how to apply.

Wages + Family Child Care

WAGES + Family Child Care is funded by the Department of Human Services, and was developed with significant input from the Family Child Care Association of San Francisco and the FCC neighborhood networks. The purpose of the WAGES+ FCC program is to help providers cover the cost of providing quality care, and to augment the wages of their eligible staff to a more livable wage, encouraging retention and career advancement.

Monthly Stipend Eligibility Requirements
A monthly stipend of $200 is available to FCC providers who meet the following requirements:
* Provider is licensed and operating in the City/County of San Francisco
* Provider cares for at least three children (in addition to provider’s own children)
* At least 10% of enrolled children are from low-income families according to the State Median Income (SMI)
* Provider agrees to participate in an assessment using the Family Day Care Rating Scale (FDCRS) or the new
(FCCERS-R) and develop a Quality Improvement Plan with a member of the GTQCC Assessment Team
* Provider agrees to at least one annual site visit by the Program Coordinator and/or representative from the Children’s Council of San Francisco.


Wage Augmentation Eligibility Requirements
Eligible staff in participating programs may receive wage augmentation to their hourly wage. To be eligible to receive wage augmentation the provider must meet all of the following requirements:
* The provider contributes a minimum of $8.15 - $8.56 per hour based on wage history
* The provider pays payroll taxes for staff wages (new participating providers agree to pay payroll taxes
* The provider obtains/maintains worker’s compensation insurance
* The provider obtains a professional payroll service.
* Providers participating in the WAGES+ FCC program agree to pay all staff a minimum of $9.50 per hour regardless of job title.

Preschool for All (PFA) 

Preschool for All, funded by San Francisco First Five, provides free half-day preschool to all four year olds in San Francisco, regardless of the family’s income. PFA provides a per-child reimbursement to participating programs and connects providers to resources. 

 

Basic Program Requirements
* Compliance with California Community Care Licensing and all state and federal employment laws
* Must be able to demonstrate financial responsibility
* must carry liability insurance.
* Program Director, Site Director, teachers and assistants must meet minimum education requirements.
* There must be at least one teacher for every eight children
* Curriculum must be age and developmentally appropriate, culturally and linguistically sensitive, and include literacy, arts and science activities.

Gateway to Quality

Assessors from Gateway to Quality use the Family Day Care Rating Scales (FDCRS) to assess programs and then develop, with the provider, a quality improvement plan to address areas that may need improvement. The assessors also provide on-site technical assistance and help to connect the provider with available resources.
